1. Hebi Sasuke isn't faster than Oro (ex: I doubt Hebi Sasuke has the speed and reflexes to dodge Four-Tailed Naruto's chakra arm attacks).
2. Saying that Hebi Sasuke is better at ninjutsu is laughable. Saying that any version of Sasuke is better at ninjutsu is laughable, especially since almost every jutsu Oro uses is S-rank.
