Conditions: Madara has his fan, Raikage has all black lightning feats

Scenario 2: Madara has MS (Not EMS). So no PS or spamming MS techniques without strain.

I vote Raikage, genjutsu isn't a factor imo, especially against someone with this kind of speed and chakra levels. The Raikage's chakra levels are huge, even if he did get caught in a genjutsu, its not impossible to break. Plus Madara doesn't have wind affinity, Jinton, Kamui or even sage mode that could possibly harm the raikage.

If speed was the only factor in avoiding Genjutsu, Ay never would of been caught in it.

I'm not entirely sure that Madara could defeat the Third with just a 3T Sharingan, though. Even if he did it would be very, very, extremely high difficulty. The Raikage was said to be a monster, a legend, as well. He'd definitely take scenario two though.

People need to stop overrating uchiha genjutsu. It's only if you look directly into their eyes (you can look at them, just not directly stare into their eyes like an idiot) from close - medium range will you get caught in genjutsu. Most top level ninja and especially Kage know how to fight uchiha without being out into genjutsu. How will the third Raikage who is constantly running at top speed be caught in a genjutsu?

Actually if you're especially elite with Genjutsu (an elite Uchiha) you don't need to look in their eyes to cast it.

If you're referring to finger genjutsu, that is Itachis technique, not an uchiha technique. Itachi was a master of genjutsu with and without the sharingan. But the finger genjutsu is weaker than his sharingan genjutsu, it can be broken if you have the skill by disrupting your own chakra.

Madara has never used any other genjutsu apart from the sharingan genjutsu so it's no use mentioning it here, he doesn't have that ability.

So what if Madara puts him in a genjutsu. Sandaime bites his lip to snap his senses back and it is released.

No one with just 3 tomoe sharingan is beating BeastKage. He will win both scenarios because he can outlast Madara in a battle attrition. Madara has no MS feats besides his basic Susanoo and Ay took on 5 of them with 1 arm, low difficulty and no signs of exhaustion.

None of Madara's attacks are enough to hurt 3rd Raikage without PS. Not mention he needs legged Susanoo in order to capture and casts Genjutsu on the latter, which will be impossible in this case. 3rd Raikage will outlast him.​
