Large summons aren't used unless either one of these scenarios occur:

1) The person in question is falling from a great height.
2) The person in question's opponent has summoned something large.
3) The person in question's opponent is just large.

No idea where you got the idea that any logical person would think Neji > Tsunade but w/e.

Sakura would take Part 1 Neji high-diff due to the difference in experience, more physically matured body etc but lose to Part 2 Neji.

Something isn't clear for me. Is Sakura underrated or Neji is overrated? This guy got his ass kicked by far weaker characters than Sakura. He isn't pushing her to mid or high difficulty, not when he gets stomped when Sakura punches the ground.

No, neji still has no way of hurting katsuyu, and rotation cannot be spammed.(plus has a cool down period.)

I don't know why people are even bringing up Katsuyu's acid, TBH. It's either dodged or point blank tanked with Rotation. There's nothing to suggest that Katsuyu can even spam it.
