I think it's meant to place our suspicion on Godly and get us to lynch him, that way, Kira(NI) gets to kill two people. He couldn't decide between Menma and Godly this turn, which is why it took so long for Kira to make a decision, so he concocted this little plan to get us to do half of his dirty work for him.
