You must first stop and think about Nami's ability to essentially predict and control the weather.

While most battles in One Piece have been on land, battles at sea are very possible and highly likely. Nami's weather abillity could potentially put an opponent in a hurricane or a multitude of other things which can destroy their ship or something of the like. And the ability to destroy a ship from a distance using weather is extremely powerful, especially when several people on the other ship likely can't swim.
