With Jiraiya around, Ororchimaru would have made sure that it was utilized as well. Things would have drastically different then.

To be honest, I kind of assumed it was Minato. That doesn't change much though. If Orochimaru wasn't able to use the 3rd coffin without Jiraiya there, he definitely wouldn't have managed with Jiraiya there. As for the paper bombs, they may be crappy paper bombs but having one blow up while attached to your body is still going to do a ton of damage. I'm sure that if Jiraiya was there, Hiruzen, the professor of the leaf and a legendary shinobi, would have taken the opportunity to seal the edos while they were regenerating.

Paper bombs can be healed by Edos, no matter how powerful they are. Even Tobirama's Edos would do this. Jiraiya takes forever to get into SM. That goes against him. His Toad summoning will not accomplish much given the space within the barrier.

While the edos were on the ground, severely crippled by the paper bombs, Hiruzen could have done more damage or used a sealing jutsu to finish them off. Jiraiya can last against Orochimaru without sage mode. He might not win, but he certainly won't go down easily.

Edit: I think it's also important to note that those edos weren't as powerful as the ones used against Juubito.
