Name a fodder or fodder-ish character from Naruto or Naruto Shippuden (doesn't have to be canon), with a power-up that is legitimate for character, story and their universe.
Mine would be current Kakashi getting the rinnegan from Obito.

Mei obtaining Samehada. She's not really a fodder. But with Samehada, she'd go straight up to high kage level.

That seemed like a REALLY Badass thing.

Fu getting Mind Destruction/Mind Body Disturbance. Inoichi used it once in Part I and then it was forgotten, but it's actually a pretty hax jutsu - the same as Mind Transfer but without the user losing consciousness.

Torune using his nanobugs for ranged attacks like normal insects.
