The first page he had 6, the second page he had 7. If Sasukes power was developing why werent any statements of it made in the translation? His eye hasn't developed further "yet". The reason the rinnegan is showing is because he's using it to see through Limbo. You're jumping to conclusions.

I Disagree. Sasuke's Rinnegan Tomoes Disappear everytime he is shown through Inverted Colors. The Inverted Colors are shown everytime Sasuke is using his Rinnegan to interpret the Limbo Technique. I Presume that this is demonstrating Sasuke only need a Basic Rinnegan to visualize Madara's Limbo technique he doesn't need the Tomoes. The Tomoes seem to have a direct relation to what ever technique Sasuke has been implementing[

could be a few reasons the 9 tomae are not showing in that eye . Your theory could be correct . But we dont know for sure . Neither nagato, obito, madara has shown 9 tomae. We dont know if all rinnegan go thru a process of losing tomae before becoming regular rinnegan . Maybe he can activate or deactivate the tomae . Based on the
Fact that kaguya is the only other person with that pattern 9 tomae . I dont think we have enough evidence to say for sure his rinnegan is normal .

Nice observation but may have to do with the technique he is using. Im not sure if its tsukiyomi or izanagi but it could be an explination as to why this is occurring.
