It is my opinion that if Jiraiya started in base, he would get blitzed by Ay, therefore:

Jiraiya starts with SM

Restrictions: Ma and Pa sound genjutsu

Ay will take this with Medium difficulty.

Jiraiya's best chance to prevent a blitz is his summonings. Gamabunta, Gamakin, and the other frog won't be able to hit Ay.

Deva was capable of evading swats from Gamabunta in mid air, Ay was the fastest shinobi in the pain arc...so yea.

Ay is too fast for dark swamp, after all this guy's speed is on par with KCM Naruto.

If Ay has 1 arm, Jiraiya wins. If Ay has both arms then he wins

200 meters gives Jiraiya enough time to summon. Ay will close in quickly, but he'll be heading towards a spiked hail ball covering Jiraiya's body, and will also be under attack by the boss toads. With Ay's relentless offensive style, he's liable to get impaled. Just look at his fight with Sasuke and his blatant disregard for his own life. Jiraiya's hair is on par with metallic weapons.

Jiraiya can also sense Ay using canopy barrier and possibly trap him with toad gourd prison. He's just overall too versatile for Ay to defeat. He can create clones, create diversions with his summons, uses huge senjutsu katon, he can hide in shadows and become transparent with Toton. He could also hide in a toad while his clones carry out the fight, and more than I've mentioned. He's got too many tricks for Ay to defeat him.
