Maybe the Shinju is too weak to cast I.T. with the remaining power it has left after creating the Fruit and the juubi.Remember the juubi or the bujuu have a large charka pool but it replenishes faster and there charka is stronger than an average human that's why he needs the juubi charka to support the jutsu(the more tails the larger the charka place pool and the faster it replenishes) and the Shinju for the eyes and to encase everyone.In conclusion he needs both fuse together to complete the project.

Imho....Madara is currently the strongest character in the Manga.... If he attains his other eye..which nao I'm skeptical of him doing. If he does retrieve it then there will be no doubt in my mind that he is superior to everyone as far as a one against one fight. I believe in the idea tha Kaguya will take over him though and become the strongest once again. That's just my thoughts on it....

Madara absorbed just a fragment of the original Shinju. He isn't even close to Kaguyas and also Hagoromos power. Hagoromo mastered In and Yō on a whole different level too, which allowed him to create independent beings.

Ok, so Susano'o, even if he can use it, is irrelevant due to the Gudou Dama? I can agree with that. Madara being able to use EMS or not, then, is irrelevant, because both he and Hagoromo have something which tank it's abilities easily.

He said he sealed Juubi in his Body , just Juubi not God Tree too ^^ it was the perfect time for Kishi to tell us something like that, also the Tree was sealed in him. But that it is wrong, i dont know what happend to the God Tree after the Fight against Juubi and how Kaguya could be inside the Tree . But when he is even with 1 Eye and without full Juubi close to the Power of Hagoromo/Kaguya . Now Madara has Juubi and the God Tree inside him.
What makes his Power unpredictable.One thing is certain he has surpass HAGOROMO
