I believe the explanation is gonna be something to the effect that naruto now has natutral energy flowing through him at all times. He no longer has to gather it. He can simply pair it with his own chakra at his leisure which activates his sage mode. His power is having all the bijuu stored in him permanently, not as a jinchuriki, but as a bijuu sage. Sasuke will get rinnegan and Perfect Susano'O because Kabuto mixed Hashirama's cells with Sasuke's to save his life (Madara style: Hashi-rape no jutsu).
