Every character is made up for the story, that's what characters are, regardless if their just mentioned. If Kishimoto says they're the strongest then they're the strongest. Who are we to say otherwise?

It's confirmed that Kyuga had Infinite Tsukyomi and Rikudo had a moon sized CT. That's above anything Guy has done. Not to mention Kabuto and his Edo Tensei.

So Kyuga, Rikudo, Madara, Naruto, Hashirama, and Kabuto > Guy
