Strongest Akatsuki pair?

Itachi & Kisame - Traitor duo

Pain (6 paths, not Nagato) & Konan - God and Goddess duo

Orange Masked Tobi & Original Zetsu(Black and white) - Underdogs duo

Obviously this comes down Pain/Konan, Obito/Zetsu, and Itachi/Kisame.

I personally think Itachi/Kisame are the best.

Meh, they're only portrayed as the strongest because of their Akatsuki positions.

I think most agree Konan is the 3rd weakest after Hidan and Zetsu.

NO, theyre percieved the strongesst due to Pein being known as a GOD,, as even Obito called him invincible
i personally dont think Konan is the 3rd weakest,, she is underestimated far too much in the NB,,
she can fight Kakuzu Sasori and Deidara quite well,,,,
by feats its Obito and Zetsu though,,,

No one treated pain like a god outside of the hidden rain village...

The only outsider who even was aware of who Pain was is Jiraiya.

What is stopping Kisame and Itachi from doing the same?

Kisame has the most chakra and arguably the most destructive power after Pain and Konan(with prep time). If you ask why didn't Kisame do a giant water attack in part 1, that's because they were hunting for Naruto and needed him alive.

Konoha was also surprise attacked + No Jman + No team Gai (8 gated Gai would have shat on Pain and that's likely why Kishi left them out in the Pain invasion arc).

Also Konoha did win. They had no intel on pain besides linked vision and Jiraiya's message "the real one isn't there". While Pain was battling Konoha they were getting intel which Naruto recieved and was the key to him defeating all pains except Tendo. Then the 9 tails finished the job by pushing Nagato to his final limits. You are right that he did do a huge blow to the village though, no denying that.

Zetsu's skills are vastly overlooked.

- The guy's mayfly makes him undetectable by even the best sensors.
- The guy's capable of using spores to restrict an opponent and suck their chakra away. he's so good at using the spores that even sensors didn't detect them.
- The guy's capable of using clones that can copy someone down to their chakra. In a group battle, zetsu easily infiltrates the other team and assassinates.
- The guy's capable of moving at extremely high speeds with mayfly
- The guy can use mokuton and mokuton roots that he can spring at the opponent's foot.
- The guy can infiltrate someone's body.

adding obito makes them a pain in the ass to fight.
