Zabuza is low kage level and he's better than most of current generation kages.
mei became mizukage because there's no more strong shinobi in mist.
tsunade was very old and without jiraya request, she would never become hokage.
gaara became kazekage because his father was kazekage and he was jinchircki and elders were afraid of him but he's still young for title.
onoki and A deserves the title of kage ..

we all know that sasuke couldn't defeat any kage and he almost die and his ass was saved because of obito, karin, juugo and suigetsu helps however madara managed to fodderize the 5 kages all at once
Zabuza already fought a jinchircki and kage which was the 4th mizukage who was controlled by obito uchiha.
It was draw since both since failed to eliminate each others.

Also, zabuza almost defeat kakashi in part1 but he lost because he saw haku dead which gave kakashi the advantage to defeat zabuza.
Kakashi was nominated to become 6th hokage so he's at kage level when he fought zabuza.
Zabuza is at low kage level and his power in databook is above 30 which only kage and high jounin could score that high.
zabuza wish to fight the 5kages and he will get his wish now:

Mei is weakest kage ever and she became mizukage because all powerful shinobi in mist died .
Mei can't hit zabuza through her lava jutsu since zabuza always fast at activated the mist jutsu.
She will Lose her head before she can use any of her jutsu .
tsunade:
Tsunade became hokage because jiraya requested it, tsunade has no chance to defeat zabuza.
Tsunade doesn't have counter to mist jutsu and zabuza can tank her from far away by his dragon water jutsu.
Zabuza is expert in taijutsu and kenjutsu and I don't think tsunade can keep up with him since she's old and not at her prime time she will definitely lose against zabuza the demon of the mist.
gaara:
Zabuza fought yagura the 4th mizukage and he was jinchircki of 3rd tailed so zabuza has experiences against jinchircki that looks similar as gaara however this fight can go either ways .
Zabuza has higher experiences in combat while gaara is still kid and in databook gaara (jinchircki form) scored 29.5 in shippuden and he's still lower than zabuza.
Zabuza win this fight but with hard difficulties.
A raikage:
Raikage will defeat zabuza because raikage has higher speed and lighting attacks which can destroy any form of water jutsu.
Zabuza will lose but he will put up a great fight before he lose however if raikage has only 1 hand then raikage will win but with high difficulties.
A is bad match up against zabuza and I can't deny that.
onoki:
I can't deny that onoki is one of strongest kage.
Onoki has higher experiences and he will win the fight with medium difficulties.
zabuza can take down only 3 kages from current kages in solo match while he will lose against raikage and tsuchikage
