He is my favorite character but it's not only his power that I respect the character but his ideals and how he sacrificed himself for his brother,village,and shinobi world. He did however have insane amounts of potential, even to surpass madara.

We saw him fighting at his max, in fact higher than what he is capable while alive since he doesnt suffer from MS side effect and disease

against nagato where he needed help to defeat chibaku tensei
against kabuto where all his genjutsu and ninjutsu failed and needed sasuke's help for izanami

you cant overrate him if the only battle he lost was to sasuke in a weaken state and he wasn't trying to kill him. itachi is the solo king for a reason

against nagato he figure out the scene with coolness and calmness he would have peirce and slash the rock ball all by himself but the 2 jins are in need of help

against kabuto his concentration is divided into 2 which is to beat kabuto and to protect sasuke.sasuke is just a burden in that fight.

Because he was stated to not even be in Konoha to fight in the 1st place, he was there after Hiruzen's death so that Danzo would remember not to hurt Sasuke. Itachi beats Jiraiya, Itachi&Kisame are overkill for Jiraiya, and Itachi/Kisame w/ backup are way way too much for Jiraiya. He didn't even one-shot Jiraiya when he had the chance. He was for Konoha.
