But they're not born with it. They're born normal, awakening Sharingan when they feel intense pain which causes foreign chakra in their brain to sprout, which unlocks the Sharingan.

If we're going by that, then Naruto is on the list too because he and Kurama's chakra melded, hence the whiskers, and it's birthright power.
