8 gate gai can almost certainly break susanoo in all its forms. However madara can just reform it, and gai will just die in the end.

It's a Jutsu that uses natural phenomena, it was stated by Kuro Zetsu that's on a whole different level than what any human could do by using Seishitsuhenka alone.
I don't know if it's overrated though, but it's a strong Jutsu.
