Nagato > Itachi. It's just that Itachi always got these overpowered things like Totsuka, Izanami and KA. If Nagato was truly mobile, it would be hard for Itachi to stab him.

Nagato is pretty op too. But just goes to show its more than op jutsu its how you use it.

Thats like saying give Itachi EMS and no random disease. Itachi could have easily solved his problems by killing Sasuke for EMS and use KA to destroy Obito. But you know... plot no jutsu.
