What has happened to this Base? Geez, it'd be nice to look at more thought out and better formulated arguments.
My list goes as follows.
1. Tsunade
2. Mei
3. Konan
4. Sakura
5. Chiyo
6. Temari
Tsunade's prowess extends far into medical jutsu and beyond self healing. She is capable of using jutsus such as Ranshinsho, or even capable of killing with medical ninjutsu. Further, she is a poison specialist which people seem to forget. If she should decide to use a weapon any number of them could be poisonous. Her raw power is devasting and her battle experience lends her far above Sakura. Granted, she lacks long range jutsus, but in some ways her strength and her summon counteract this weakness. She doesn't use genjutsu but it seems that given her mastery of jutsus that require extremely precise chakra control, she should be fantastic at the kai release method. Essentially, Tsunade is not as "versatile" as some other fighters, but for most situations she has adequate abilities to fight on even grounds with many shinobi.
2. Mei is second because of her kkgs. Her lava release has been shown to be hot enough to melt susanoo and the same is said of acid mist. However, her portrayal of taijutsu skill seems to lacking as the three times we've seen her engage in CQC she kicked Zetsu, got punched by Susanoo, and got punched by the Buddha Statue, her long range suitons extinguished madara's flames. She only really seems to have proficiency in one area. Namely ninjutsu, she's shown nothing to help her with genjutsu, nor does she have enough feats to say she'd hold her own in a taijutsu skirmish.
3. I would like to make Kushina three but she doesn't actually have enough feats. Konan's best jutsu can only be used once after extensive prep time (likely months of it) in a specific location, thus given the highly situational ability to use her greatest ability which she would never have access to lest she was planning a trap her rank drops significantly. That said Konan has a nice defense against taijutsu namely turning her power into paper. Which has drawbacks of it's own, for instance I believe if something like Toad oil Bullet or One of Madara's Katons were to hit her she'd be ash, as I doubt she has enough paper to keep those larger katons at bay without being exhausted. She use her paper as projectiles or completely envelop people with her paper. Or attack them with paper arms. That said she still doesn't have an answer to genjutsu and as Obito proved by stabbing her with a kunai if she's caught of guard, taijutsu will still take her down.
4. Sakura, she is basically a less skilled more inexperienced version of Tsunade who has shown less higher tier abilities, namely ranshinsho, and given that Tsunade was her teacher of all things, everything she knows can safely be accredited to Tsunade.
5. Chiyo like Tsunade and Sakura is a master of poisons and her puppet techniques allowed her to fight on par with Hanzo and her Ten puppets (with some assistance from Sakura's) were able to take out Sasori's 100 puppets. Further, she is capable of using human puppets in situations in which her mechanical ones aren't available. Further, she is a healer as well which makes her very useful as a shinobi. She can attack from mid and close range and has proven herself adept at CQC. She also has an interesting defense in the form of chakra shields in mom, dad, and in her right arm. She has shown herself to have spectacular reaction time and she has shown her wisdom from battle experience. She is adept at the kai release method. Unfortunately, the reason her rank is so low is because out of all the females in this list she has the least amount of fire power available.
6. Temari, she is definitely more destructive than Sakura. Put I think what puts Sakura just above Temari is her access to Katsuyu and the fact that in any team battle Sakura is more valuable to have as she can act as a fighter, healer, or battery. Additionally the slug summon seems to be one of the most defensively advanced summons. In her arsenal though, Temari has great futons, the second best of the SA, but the problem being due to her fan being so large against taijutsu specialists it's unlikely she'd be able to complete the swing of her fan in close quarters. That said, she proved as a genin she could hold her own in taijutsu. Now how far those skills carried on as a jounin is unknown. Temari has been shown to be incredibly smart, but of all the ladies here she is more or less the one trick pony. Namely all of her jutsus aim to push back or cut via the swing of her fan.
