Having sagemode and getting fodderised badly by a distracted madara puts him in the middle to late tier of next 25.
Nardo is only 1/12 sage at most with half uzumaki and even then his lifeforce is lesser than kushinas. While his rival is half the sage with eyes spiritual energy and chakra of the sage. He only shares caring for the beasts like the sage. And to make up for being such a fodder he had to have 9 tails fox to be considered Sasukes equal or too stand a chance at least.

Naruto got 1 panelled with 9 kage levels worth of backup. So naruto should be off your top 10 too.
Tobirama got 1 panelled after using teleportation. Yet he's there.

And the way I see it, Madara completely froze Sasuke, so that Sasuke couldn't do any Jutsu. Since I'm complimenting Madara on his power you should be happy.

That's because Tobirama has fought against Madara many times before their death, AND Tobirama has a lot of battle experience and he has more feats than Sasuke.
Sasuke didn't knew so much about the Rinnegan, so that's the reason why he got one panel shot by Madara, imo.
