Actually on second thought, no it makes perfect sense. The fire country has always been known as the strongest, and not to mention it was founded by the senju and uchiha. Think if it this way, if you were the Nara clan leader, who would you side with; wind country or fire country. It's clear they were able to ally with several strong clans because of their power. I think it makes sense

Don't care; Gaara, 3rd raikage, Kisame can solo any hokage in 1 vs 1 barring Hashirama.

Leaf was the village which had been founded by strongest guy in history barring sage; that's one op character. His rival; Madara was among the Uchiha clan who had loads of potential in their eyeballs to use never ending flames or 100 feet neon samurais-that's 3 op characters(Madara, Obito, Sasuke). Naruto and Sasuke are main characters. Konoha just had more relevant characters to showcase due to paneltime aswell.

It's perfectly logical.

Hagoromo's two direct descendant clans founded Konoha and all of the other major highly regarded clans (Hyuuga, Sarutobi, Nara etc) gathered into Konoha too.

They literally sucked in all the majorly powerful clans and left the rest of the world with scraps.
