The kid got his clothes dirty, so his mom found a nearby laundry place to wash his clothes real quick?
Because i can see from the pic that there is very little clothes on the washer machine, and the other two are empty.

The picture is actually a symbol of beauty in a way. The girl is not the typical definiton of beautiful, and look at the magazine cover. Just as Kami said, she's hot. That just expresses how low she feels of herself. Notice that she's burying her face in the magazine, as if to be emberrassed.

I think you are the one overthinking it, and how do you know that person is a girl?
The person has the physique of a male, has short hair, and the underwear is that of a male. They are not pink, they are just in refraction due to the skin tone of the person in relation to the white underwear. And a parent wouldn't have their female daughter naked like that, she would have a female version of an undershirt.
