I believe it is a
wager in Rikudou's part, if the Juubi is reborn and it still couldn't forgive humanity then it would opt for the destruction of the current world and recreate it anew (which is the theme of Samsara) Kaguya herself made her transgression in the former world therefore she would be free from her curse because a new world is about to be born,
however, that would entail the extinction of all the people and all life in Naruto's world, but the Sage
also divined that this many not be necessary, that he could both free her Mother (who committed the original sin) and
preserve the continual existence of the current world,
through a savior in the future, that is Naruto.
If Naruto is able to quell the Juubi's anger and convince it to forgive humanity, then the Wheel of Samsara will finally stop turning, by reuniting the human with the divine, humanity will finally be free from this eternal cycle and achieve Moksha.
