My Opinion + Argument: Sasuke takes this High Diff. Kisame terrain changing Jutsu such as Water Dome and Water Release: Exploding Water Colliding Wave would honestly just be Kisame killing himself, as Chidori Current would spread throughout the entire Jutsu that Kisame has cast that he, at all times, is in contact with. Damaging and numbing his body, allowing Sasuke to go for a kill.

without the the terrain changing Jutsu, Kisame has lost his most dangerous Jutsu. Sasuke can overcome him in CQC with his Superior Speed, Swordsmanship, and Sharingan Precognition.​
