I would give this to sm jiraiya med diff at most honestly, jiraiya has the methods along with ma and pa to intervene with onoki's jinton charge time and also evade jinton possibly.

as I said the manga already displayed that Onoki's jinton prep time can be interrupted when it was shown during the turtle island arc where onoki's is about to perform a wide scale jinton on deidara and kabuto and needless to say due to the intervening of his subordinate the jinton

If Jiraiya keeps pressuring Onoki, he'd win handily .

I was leaning towards Jiraiya high difficulty, but now I'm absolutely certain of Jiraiya's victory. Probably a mid difficulty win for him.

Onoki stopped a Meteor - Jiraya dont have a chance against a meteor - However thats just techniquality which goes to say its not about strength always - but in this case Jiraya wins yes between mid and high difficulty I'd say

People think Jiraiya's techniques will stop Onoki from forming Jinton, but that's false as we don't know how much range he can put in. More ever, Onoki will see them coming. Jinton will finish this as Jiraiya doesn't have speed to avoid them.

Jirga it's also has nothing on the Mokujin that dwarfed someone the size of Ay. He doesn't have destructive Justus to destroy it, nor he has Raiton.

For more time to charge the Jinton successfully and hit it, Onoki can create Doton bun shin as distraction, and then finish Jiraiya off with Jinton.

I had to vote for Jiraiya here, mid difficulty. His arsenal seems much more versatile, giving him more options for counters.

I'd keep Onoki at Mid-High and bump Jiraiya up to High Kage.
