Obito - No sharingan - No Kamui
Madara - No Sharingan - No Susano'o
Sasuke - No Sharingan - No Amaterasu
Itachi - No Sharingan - No Tsukuyomi

It doesn't make sense to ask this. This is like asking if a professional boxer is weak without arms or fists. It is an Uchiha's main thing.

PS. 1. Obito: No sharingan, but still mokuton and giant fire styles.
2. Madara: Same as Obito.
3. Sasuke: Still has chidiori variants, fire style and formerly curse mark.
4. Itachi: Can still cast genjutsu with one finger. Still has fire style. Has water style too (don't know if it is copied or his natural affinity).

Not the ones you mentioned... Madara as a child was able to kill Senju adults without Susanoo. They'd still be Sannin level or Higher imho. Madara and Itachi would be high Kage level still without a doubt.

& Itachi was even better than him, fodders are just fodders, regardless of clan or enhancements. Uchiha were above average with the sharingan, the prodigies such as Itachi/sasuke merely use the sharingan to further enhance their impressive abilities.

Obito is a different case, he relies on his sharingan so yes he would be fairly weak without it (excluding the senju dna of course).
