Sasuke's probably the best written character, due to all the changes and how he's matured in this story. I'm not quite sure who else I would add. or, at least in the order of things. There are sort of a LOT of characters that can easily be interchangeable in a list such as this with minimal space for everyone. Jiraiya, despite some hate he gets, is easily one of the better done characters and can be put on this list. Kakashi, Itachi, Deidara, Obito, Haku can be on it too. Yes, Haku. He didn't get much time in the story but what he did get made him a solid character and actually gives him an advantage over others... Who have plenty of time and just waste it or are put in poor situations.

Nagato, Konan, Kisame, and Shikamaru all had good character arcs and can be put down somewhere low on this list. A five spot, four for Nagato. Kabuto's character is one that really does shine, same with Danzo's. All in all, making a top five list would force me to choose between a plethora of well written characters and I'd just feel unusual putting down some, and then doubting my list and wanting to change it.

So, the only definite thing I can say is Sasuke should take the top spot, or at the very least the third place in this list.

Honorable mention: Jiraiya, Tsunade, Orochimaru, Kabuto, Lee, Kisame. Despite not being completely satisfied with the recent plot, I do think there are a lot of well written characters throughout the story.
