Well, there's the tag on Obito and the kunai Minato gave to Kakashi (if that was the one in the panel), or it was simply "base" speed (most likely enchanced by Kurama).

No one really knows for sure no matter what they say.

We don't know if Kakashi still has that marked kunai so it may or may not have been base speed.

And we don't know if he used KCM to enhance his movements this chapter. We do know that KCM gives you insane speed so again it could've been his base speed, KCM or FTG we don't know.

Either way it doesn't matter. Minato is Speed King. His base speed > most NV and that's without KCM or FTG, which he has both of them too

It does matter. Minato can't use Tobirama's mark without the help of Tobirama and vise versa
