This list is not only about base speed, but also reflexes/reaction time or any jutsu that help you be faster, as FTG or Lightning Release Armor. The one who can mix these elements, will of course be the fastest shinobi.
Here is my list.
1. Minato Namikaze. He can use FTG, has the best reflexes and GREAT GREAT GREAT base speed. And he combines them so good.
2. Juubito. He was shown to outmatch even Naruto Uzumaki, in his Sage Bijuu Mode, which is amazing since his Bijuu Mode has been compared with Minato, and since he was using Sage Mode to it also, it should be nearly impossible dodge and attack from Naruto. He smashed Hashirama and Tobirama, Tobirama had not survived had it not been for the Edo Tensei.
3. Naruto Uzumaki. When using his Sage Bijuu Mode he becomes amazingly fast.
4. Tobirama Senju. Has good reflexes, good base speed and is a master of the FTG.
5. Might Guy 8 GATE. This is only because of the eight gate, which I would dare to say makes him faster than A(Fourth Raikage).
6. A(Fourth Raikage). He was the fastest shinobi until Naruto surpassed him.
7. Rock Lee. Gates....
8. Itachi Uchiha-Sasuke Uchiha. Both are very fast.
9. Kakashi Hatake. Has always been shown very fast.
10. Madara Uchiha. He was shown fast, when smashing the division. he was also able to dodge A's(The Fourth Raikage) punch.
