Because, the only thing Koto was programmed to do was "Protect Konoha" Plus, it can only be used once every decade, PLUS, it got destroyed. It's technically like a ninja tool, but either way it no longer exists.

I never said itachi was beating the village just gaara but kabutos chances are not slim if he has edo tensei....he has akatsuki and awhole bunch of other ninja plus madara sooo(i cant believe im taking up for this nigga) kabuto and nagato can beat the village but itachi cant

None of the Kimmimaro's jutsu would reach Garra. Kabuto wouldn't resort to his jutsu, it wouldn't help him against Garra in this environment. I've already stated, the only edge Kabuto has is his ability to turn his body into water, making the sand wet.
