1. Just cause you're not book smart it doesn't mean you're dumb....you can be battle smart like naruto or Hashi
2. You don't have to be shika smart to be a kage don't believe me ask A and don't forget Tobirama has said that Hashi isn't "that" smart and also he said naruto could be better hokage than Hashi and how he reminds him of Hashi

Well... Naruto has his moments that make you question his intelligence. It was very smart of him to figure out senjutsu works but then a few chapters later, we see him rushing to attack Obito via BM only Lol not the smartest move on his part but I see where you're coming from. I do find Naruto to be decent in the intelligence area but he's stupid sometimes to make the manga more entertaining.

Mastering Sage Mode was more skill and creativity than smarts.
Convincing the Tailed Beast is due to his personality, which comes equipped with Talk no Jutsu.

this, and because his idealism can get annoying at times. He believes he can end the war single-handily and stop all future conflicts if he uses enough tnj. Seriously, you think you can end the hatred of Kurama and end all the hate between the tailed beasts and people. That's incredibly idealistic. However, Naruto is idealistic, so the protagonist will succeed.
there's also being a tactician but not a good strategist.

However, in battles he's a genius.
