Doton: Domu was said to be as hard as a Diamond in which shares characteristics to that of Monkey King: Enma.

Monkey King Enma's transformation technique, which is characterized by the hardness of diamond.

With that being noted Doton: Domu itself within the Databooks was hinted to have diamond like properties when Kakuzu activated this defense:

It is also arguable to say that Doton: Domu due to it being the hardest materia within the NV, along with having one weakness (Raiton) it could possibly tank many other things. This statement in which Kakuzu himself had iterated stands true, excluding Raiton-based techniques however:​

It can tank multiple strikes from a v2 jinchuriki. The same type of strikes that can rip Kisames torso open.

Kishi tends to contradict himself at times, but it doesn't really matter if his hardened part cannot move. He can still move while Domu is activated. How? By entering

Say what you want, Enma implied that Kusanagi was a threat.
Moreover, according to the scan you posted, I cannot see Enma blocking a slash from Kusanagi. Actually it's the opposite. Hiruzen rushed at Oro when he didn't even have Kusanagi in his hand.
He managed to reach it in the last second but his grip was weak - so Enma couldn't even hit it properly, since in the next scan, we can see Kusanagi being dropped.

You cannot compare Enma striking Kusanagi with power that couldn't even be fully used due to a weak grip, with Oro hitting Enma or Kakuzu.

So basically, when he uses it to move, Domu-ed body parts are still immobile and his threads are busy trying to transport him. That means he's still vulnerable to all attacks, heck, even more now, since Domu hardens only skin - threads aren't skin.
