That's what he said on the OVA. And I don't see why gills would make him unattractive. Suigetsu has shark teeth but he is not seen as unattractive. Kisame's gills can be intimidating, but they are hardly unattractive.

Sasuke without a doubt. If Kishimoto has made a statement repeatedly that he's attractive, then, his drawing backs it up. He is the best drawn character in the entire manga. All his emotions - forget the looks - are drawn with utmost care and subtlety. Runner ups in my most humble opinion would be Itachi, Deva or Yahiko, and Madara. If Obito's face was not marred by scars, he would seem attractive as well.
