Not really, Katon would obliterate the skin of the Edo that contains the seal, so he would have to keep marking them over and over again, there not all that usefull

Domu Fist tanks the suiton as its small enough to be blocked by a fist, then Tobirama comes near he gets his head smashed in ..lol good plan, not to mention Wind style disperse's the water quite easily

Second, Tobirama cant beat Kakuzu in close nor mid range fight.

Third, his only chance is FTG. he will eventually get outlasted.

Kakuzu taijutsu > Tobirama. if you think his speed is helping then you need help. Tobirama cannot touch Kakuzu. already explained that Tobirama sh1tty suiton is overwhelmed by suiton + fuuton. Tobirama cannot use that jutsu with living body he already stated that.
