In this particular story, I see no ending except Naruto beating Sasuke in their rematch. For both the theme of camaraderie and the idea of never giving up on your dreams. Naruto beating Sasuke in their final showdown, though predictable, is really the only outcome I see happening.

So strength is sadly irrelevant beyond the current fight with Obito.

It doesn't matter whether they're strongest or not because they'll always end up winning. Ash beat Gary by the end of series. Naruto will beat Sasuke by the end of the series etc. etc. etc. typically stories are all the same, it is few and far between where an author makes the protagonist lose.

Naruto isn't exactly groundbreaking in terms the Shonen genre, it does similar things to most shonen manga, the majority of which end with the main character as the strongest, and if not the strongest, certainly stronger than the rival/antagonist.
