Hmm... Wendy knows some cool tricks and Lucy has some crazy strong spirits, so...
It's hard to tell, at least for me...
Magic power, Wendy has more... But Lucy migh have "quality" instead of "quantity"... :dunno:

Why not restrict Dragon Slayer Secret Arts for Wendy than?
But even under your conditions:
Loke alone is enough to beat her ... Proven by the Tenrou arc, Gemini could just turn into Wendy and equal her, Aquarius could probably beat her and there are many more spirits

Thanks everyone for sharing! =D I think Lucy would be a really tough opponent, with Loke and other spirits. But In the end I think that Shattering Light:Sky drill will finish her off in the end

This is what I mean ppl underestimate Lucy way too much, especially on Naruto Forums
Sky Drill might be powerful but Loke and Urano Metria are way better, also how would Wendy deal with Hemini if it simply turned into Wendy? Not to mention Lucy could have Loke out at the same time

Gemini is only able to copy people with the same magical power as Lucy, or lower. I'm sure Wendy has more due to being a dragon slayer and such, her hand to hand combat should be much better than Lucys, considering she was equal to Cheria in the Grand magic games.
She can also eat the Oxygen in the air, which will help alot to replenish herself and heal up. Arms and Vernier should help alot. She can use them on Celestial spirits such as Scorpio and Aquarius, which will heal their physical strength, and will cause it to miss as shown when she did that to Cheria.
Lucy isn't being underestimated, she's really strong and with Urano Metria she would be able to beat Wendy. But Wendy is also very strong herself and has improved dramatically in the Grand Magic arc, Shattering Light:Sky Drill should win this for her
gemini might not be able to copy the likes of Natsu, Gajeel, Gray, Mira, Erza but it could most likely copy wendy, so what if shes a dragon slayer, Sting is a dragon slayer and is as old as Erza but magic wise he is no where near Erza
Wendy on the other hand is 12 and got defeated by Loke eating some cherries or whatever, Lucy has a big magic supply simce she can summon 2 spirits and use urano metria and dont forget that she needed Gemini to do urano m with her because flare cheated her and was hitting her a lot, so she was pretty worn out
Wendysr hand to hand doesnt matter since both Loke and Taurus outclass her by miles, yes she could power up something to make it miss but that drains an enormous ammount of power as well as powers up the opponent

Yes she got a power up but LUCY got th EXACT SAME POWER UP
Yes Lucy is being underestimated and she is stronger than Wendy

With the current restrictions, I say Wendy. Gemini is a non-factor because (as a DS) Wendy will clearly have more Magic power. Loke is the only real threat and he gets taken down.
How would Wendy take down Loke? In tenrou Hiro made her lose comically because it would be weird if someone on Lokes or Grays level actually fought with Wendy
Also since when do DS have more magical power than non DS, look at Erza and Sting, they are both 19, one is a DS one isnt, who has more magical power?

I'm sure Wendy has more magical power than Lucy, In her fight Wendy versus Cheria she used:
1.Arms x2
2.Vernier
3.Wing Slash of the Sky Dragon
4.Talons of the Sky Dragon
5.Roar of the Sky Dragon
6.Dragon Slayer Secret Art:Light Burst:Sky Drill
7.Crushing Fang of the Sky Dragon
And now Lucy versus Flare:
1.Gate of the Bull, Taurus

Then she collapsed because she had no Magical Power left, Urano Metria I'm guessing takes as much Power as Sky Drill. Or even less, considering it's a secret art. But even so it's pretty obvious who has more Magical Power here.
You forgot to mention 2 key things:
- Lucy got cheated and took quite a beating at her own will so she was quite beat up before she could fight back
- she didn't run out of magical power because of Urano Metria, she ran out of magical power because Obra from the stands stole the power from her so she couldn't use Urano Metria, in other words if Raven tail wouldn't have cheated Flare would have been 1 shotted, and she would have lost a lot sooner anyway if she didn't cheat the first time as well
Obra took the magic from Lucy after a fight in which she let her opponent beat her and at the end just collapsed and than took a shower
However Wendy was totally rested and unhurt and at full power when she got attacked in the EXACT SAME WAY as Lucy by Obra and she fell unconscious and couldn't compete for several days
I think it's perfectly clear that Lucy has more magical power, just because you are a DS doesn't mean you have more magical power, I already proved that with Erza and Sting but ofc because its more convenient for all of you to ignore that fact ... you all did

Urano Metria almost 1 shot a member of Oracion Seis (the same organization of which a member (Racer) had to be taken down by TWO very powerful wizards Gray and Lyon, also Cobra a member of that same guild couldnt be defeated by Natsu)
On the other hand Sky Drill couldn't even finish off Chelia (and please don't even try to compare her to Oracion Seis members), and that is AFTER the 7y powerup, where as Lucy and Angel was BEFORE that
The only two women in FT (if you don't count Mavis) who are stronger than Lucy are Erza and Mirajane

She said it won't be as powerful like when she was versing Angel, which means she clearly had low Magical Power and was counting on that as her last strike. Although it is plausible to say that Obra stole all her power, or just cancelled out the Urano Metria.
Wendy also had a beating of her own versus Cheria, and Cheria is much stronger than Flare.

Anyways, Cheria would have got one-shotted, but she healed herself.
Also that was pre-timeskip Wendy, she wasn't serious at all and hated fighting unless it was for her friends. The reason it possibly took Wendy more time to heal her injurys and Magic Power is because she has more than Lucy, so it would take a few days to heal it all back up. But Lucy has less so it only took her a day, or you could just say that was plot because Hiro wanted to show Elfmans new TakeOver form so Wendy had to be on the sidelines for a few chapters.

one of cherias abilities is to heal herself, if she stood up because of that it means it's not a 1 shot, but if she was hit hard enough she would be 1 shot because you can't heal yourself if youre hit too hard, and it would be silly to think that it would take more to 1 sot Chelia than it took to do as much damage to angel as Urano Metria did in fact do, Angel is a member of Oracion Deis while Cheria was mean to be the opponent for Wendy
even if she was recovering slower that doesn't mean she wouldnt have regained enough power to be up and running as soon as Lucy was if that was the truth, Wendy was out for so long because the hit affected her more because she is weaker
you can say it was a plot in the same way you could say it was a plot that chelia didn't use the secret god art again to 1 shot and possibly kill Wendy, the same way it was a plot that Wendy got her sky drill so that she could just have something new in the gmg the same way it was a plot that Wendy tied with Chelia even though everyone recognized Chelia is far more powerful, the same way it was a plot that Lucy didt wipe the floor with Flare but instead Raven Tail cheated ... twice, ... ofc it was a plot, everything Hiro writes is plot, but that doesn't matter as it still happened in the manga
Wendy is about as strong as a 12 year old Gajeel, maybe she is shown a little stronger but the fact remains that she is a 12 yo 1st gen DS like Gajeel was at that time, Natsu too but Natsu is the MC and the guy whos gonna one day take on Zeref so it seems he's special

Being a Dragon slayer doesn't mean you have more magical power than other mages. The advantage to being a Dragon slayer lye within the ability to eat your element to refuel your strength or to increase you power. By the looks of the GMG I would say as far as magical power is concerned Lucy has more, how much more we don't know. Being a stronger mage doesn't mean you have more magical power than a weaker one, it just means you utilize your power better so as far as we know only people who Gemini can't turn into is people who's magical power is on Erza's level and Up.
Back to topic:
Lucy wins Low- Mid difficulty using Leo and Virgo. Virgo uses spica lock or hole to trap Wendy while Leo uses Regulas impact to end the battle and if that fails she just uses Saggetrius to shoot arrows at Wendy. Also if Wendy tries to use Sky drill Aries Wool and Hologium should be enough to protect Lucy from it. Actually just Aries Wool should be enough or Virgo takes them underground while Wendy performs the attack.
