I can see that but than again Itachi was really powerful. I'd say the Kirin of that battle could be stronger than Gai's current Hirudora.
Itachi also did kind off protected himself with the Susano'o if I'm not mistaken

Personally I don't think he's underrated at all.. he isn't that important of a character, so he's just fine where he is now.

Still. That's the biggest Hirudora explosion we have seen in the manga to date. So when you say Hirudora>Kirin, you are clearly talking about that Hirudora, and that Hirudora didn't even kill Kisame.

And Kisame never went 100% chakra on Gai. He was struggling at a mere 30% if I remember correctly
