Yes, that's exactly my point. They can't be completely out of chakra, but they can run low on it (shown in the Nidaime Mizukage's case, when he was using Jokey Boy, the original had to hide due to being low on chakra).

Well Edo KCM Minato has FTG and sealing techniques so he would be able to fight Edo Madara on even ground.Of course Hashirama could have a few sealing techiniques he learned from Mito but his seems to be the supressing type.
