I would say they would be at about kid Itachi's level, maybe a little less. Itachi I think had the better sharingan at that age, but madara was constantly exposed to battle, so there battle prowess is probably a lot better.

Shinobi seems to have gotten weaker since the villages were found so im assuming the adults madara and (prolly) hashi killed were anbu level at least. Hell the guys are serious geniuses.
