Now, before I begin I want to make it clear that I'm not bashing Minato at all. I'll be stating reasons as to why I believe DSM Kabuto without Edo Tensei is more powerful than Minato. So don't freak out, Minato fanboys.
1. "Minato has KCM, KCM Minato > Kabuto!!"
Edo Minato has KCM, not living Minato. Besides, we've seen nothing of his KCM. The KCM argument is a poor one.
2. Kunai
"Minato can just teleport behind Kabuto and slit his throat!!"
While this is true, this would do absolutely nothing against Kabuto. Only a foolish Minato fanboy would believe otherwise.
3. Rasengan
WHat would Rasengan do to Kabuto? Not really anything. Kabuto's total healing ability is that of himself, Orochimaru, and Karin combined.
Orochimaru survived a weakened 4-Tailed TBB in relatively good shape,
which means DSM Kabuto, who has the power of Orochimaru and then some, would have absolutely no problem against something like Rasengan.
4. Gamabunta
Minato can summon the frogs of Mount Myoboku, obviously. However, Kabuto's snakes are enough to take them.
Manda > Gamabunta
At this point Manda had Gamabunta pegged, but Tsunade saved him and Jiraiya.
And Manda II is better than the original Manda.
5. FTG
Kabuto must hit Minato to win. One Chakra Scalpel will do it, as shown when Kabuto bisected Itachi with a single Chakra Scalpel.
How he goes about this. DSM Kabuto has incredible speed on his own. He, as I just stated, managed to cut down Itachi before he or Sasuke could even comprehend what was happening, he easily dodged Susano'o Arrow, Sasuke's fastest attack, if not one of,
dodged Susano'o's grasp when it was right on top of him,
countered a Fireball Jutsu when it was a split second away form him,
etc.
However, Hakugeki and Chains of Fantasia should be enough to paralyze Minato so Kabuto can go in for the kill.
Hakugeki, or White Rage Jutsu:
This Jutsu deactivated Susano'o, a Jutsu that requires no movement to keep up, just like FTG. This makes me come to the conclusion that Hakugeki would prevent Minato from using FTG for a short amount of time, but time in which Kabuto could cut down Minato.
Chains of Fantasia, or Mugen Onsa:
A paralyzing sound Genjutsu. Minato can theoretically break out of Genjutsu apparently, according to certain members. However, if this is true, which I doubt, I wonder how long it would take. Could he do it before Kabuto closes in and kills him? And for the more simple-minded, remember the sound would be everywhere the FTG Kunai are. If Minato teleports, this Genjutsu still hits him.
Also, Muki Tensei, or Inorganic Animation, a battlefield altering/animating Jutsu:
Kabuto could use this Jutsu to bring the FTG kunai in close and destroy them there, or make the battlefield itself destroy them, depending on the location.
Another strategy would be to summon several snakes to distract Minato and then personally get rid of the kunai through Hidden Mole Jutsu.
On top of all of this, if Minato does indeed manage to hit Kabuto with significant damage, he could simply use Oral Rebirth and continue his onslaught again.
That is why I believe Kabuto > Minato.
