This is a tough one....
I would say Roger was actually superior to Garp , But Garp was in between Roger and Rayleigh...

Garp was confident he could kill Akainu (during the war) , whereas Rayleigh only just managed to hold off Kizaru ; however i don't know which one is Elder or who's strength deteriorated worst due to age...
Previously: Rayleigh=Garp
Now: Rayleigh=<Garp

I believe it is actually mentioned that Garp rivalled Roger.
Roger himself stated that they fought may time. <(-.-<)

Roger stated that the man who took him to the brink of death the most amount of times was Garp. Which implies that he may not have won, but he did better than anyone else. Hence Garp=/>WB. So essentially, it's: Roger >/= Garp >/= WB > Rayleigh.

WB probably did the Shiki approach and fought the Roger Pirates with every one of his allies.

Roger stated he and Garp nearly killed each other countless times. So yeah, Garp was tied with Roger.

Roger himself said that they've nearly killed each other many times.

I think Garp takes this high diff. He has probably stayed in better fighting shape, since Rayleigh retired when the Roger Pirates disbanded. Up until Marineford, Garp was still a VA. This is actually a really good matchup, but we just don't have enough feats from Garp except for hype.

TBH, Sengoku vs. Rayleigh is much, much better match-up than this one-sided one. And IMO, Rayleigh takes this High-XHIGH DIFF.

Garp beat a guy who in his prime split a continent.. a guy a jet pistol couldn't phase, and with no diff.

Garp not only easily wins the akainu fight, he could beat prime rayleigh.

The bottom line is they're both strong fighters,the man who cornered the pirate king several times vs the man who mastered haki more than anyone else.If I were to answer this question,it may be a draw.Again,thanks for these answers and keep it coming.

I think Garp... I mean did you see that head butt from that gramps in one piece recent anime? I cannot see Ray-san defeating that
