They dont go all at once in single area. They are just paper bombs. U can use water as defence, Fire/wind as counter, earth as shield. Many ppl can actually survive it. Infact obito just could blown it all away with his katon, but hey its kishi. Suigetsu and kisama will use water as shield.
Gaara, mei, tsunade, onoki, 3rd raikage, susanoo, kakuzu, jiraya, danzo, hanzo, hebi sasuke lol, big summons, hell even temari...etfc
