Ninjutsu
Mei deserves a 5 in ninjutsu because well, she has 2 kekkei genkai as well as usage of water, earth, and fire release techs
Lava Release
A combination of doton and katon, Mei's lava release is a formidable offense,
Boil Release
The second of Mei's KkGs and a mix of katon and suiton. It's just like Hidden Mist Jutsu, but with... acid. It's obviously strong enough to melt susanoo which has been able to take attacks such as laser circus and the Raikage's raiga bomb.

Taijutsu
Mei isn't a taijutsu oriented person, but regardless she still has some feats worth noting. For starters, she showed some taijutsu skill with Black Zetsu, who was one of Tobi's trusted allies.
She also defended against a punch from Susanoo, although Gaara saved her by cushioning her fall, she took the punch itself.

During the Summit,

Mei has shown no genjutsu skill herself although she's a kage and was prepared to fight Danzo and Sasuke even with the knowledge that they had sharingan. Thus she must have some type of genjutsu defense. I'm thinking Hidden Mist which is a perfect counter to any visual genjutsu, though she should have basic genjutsu breaking skills too so I gave her an average score.
Intelligence
Mei saw through Ao from the start when Fuu possessed his body, and showed some knowledge on battle strategy during the Kage fight with Madara, such as using lava to cushion him in order for A to punch him, and clouding up the Rinnegan's field of vision. Furthermore, as a Kage she has knowledge of a lot of stuff outside her village. She showed some knowledge about the Uchiha clan at the summit (besides the attractive men thing) and immediately recognized Minato's Hiraishin being used by other shinobi.

Basic info: Uchiha Sasuke is a GOD. And yes, I'm a fanboy.
Intelligence : In real life Sasuke is an idiot, but he is undoubtely a battle genious and a great strategist. He was able to master the Chidori in a very short time, later he created many innovative techniques that are derived from it. Even Orochimaru admitted Sasuke is a GENIUS.
How he defeats Mei Mei has strong attacks, but they are easy to dodge. An exhausted Sasuke was able to dodge her Lava without problems:

Her Suiton is good, but the Susanoo can protect Sasuke.
Mei's jutsu speed is not bad, but her movement speed is predictable and sluggish. She won't be able to dodge the Susanno arrows, let alone the Amaterasu.

If she can't dodge an attack like this, she won't be able to dodge the Amaterasu.
Sasuke can counter the Hidden Mist with his Katons. They will evaporate it.
I dunno what else should I say... For me it's pretty obvious Sasuke wins this fight... I even offered to restrict the Amaterasu, but you said it's not necessary.

Even though sasuke should win you're holding his end up pretty badly. Sasuke's katons got over powered by dsm kabuto's suitons. Chances are mei's suitons/yotons would do the same thing. His susanno will melt against her mist.

Mei wasn't able to melt his ribcage Susanoo. What makes you think she can melt his Complete/ Final Susanoo?
And who said Mei can't counter his Katons? Currently she is the 2nd best Suiton user. But a few Suiton won't help her to defeat Sasuke.

U said his katons will turn her suitons to mist but chances are her suitons will completely overpower his katons since it was able to completely overpower madara's katons(madara's katons are on a much larger scale than sasuke's)
his rib cage susanno melted due to her mist(albeit not completely)

Amatersu is counter by hidden mist justu
Sassuno arrow cou ter by hidden mist
Genjustu counter by hidden mist justu
All these moves aren't effective if you loose the site of the opponent
The reason why mei got hit because she was overwhelmed and that same sassuno was melted by her
Boil release acts as a protective shield so he cant get close
And this is ms sasuke he cant spam ms moves or he goes blind

In order to make the Hidden Mist Mei needs to make some handseals. Sasuke's Amaterasu is instant.
But even if Mei somehow can make the Hidden Mist, how can she find Sasuke in the mist?
