Sasuke can use kirin without rain (no preparation time required)

There are more than enough manga evidence which suggests sasuke is capable of using kirin anytime he pleases.

How Kirin works
Sasuke rises one of his hands upwards in the air and directs the lightning towards the target.

Kirin is the only technique in which he uses such stance. No other technique is there in which he raises his hands.

Against Itachi , sasuke used nature as a source of lightning instead of his own chakra(as he ran out of chakra):

He was also shown to use the same stance against Team Yamato consisting of sai,naruto,yamato,sakura :

If you notice, sasuke made some hand signs before doing that stance, which means this time he is going to use his own chakra to attract lightning towards his hand and direct it towards team yamato. The source of energy is still lightning itself.

Even Orochimaru got scared of that jutsu due to its destructive power which could even destroy his hide out along with team yamato. If it wasn't for plot, naruto would have got killed by sasuke.

Conclusion :

Sasuke can use kirin whenever he wants to, and he doesn't require preparation time to do it.
He can use kirin without using any chakra during rain.
He needs to use his chakra in a sunny day but he still can use it.

UPDATE:

IT IS NOT NECESSARY to have lightning clouds or cloudy weather to use lightning. There have been cases even in real life where lightning is observed even in a clear blue sky.

ALSO, if sasuke couldn't use it in clear sky, how come he was able to use it against team yamato .Even orochimaru stopped him because he thought sasuke was going too far by using kirin and it was pointless to kill naruto(and others) .

Most people here are unaware of how lightening works. It's nothing but an electrical discharge that flows from Electrons to the protons. Wherever the concentration of Protons is high, the current will travel in that direction.

If Sasuke can control the concentration with his chakra - as he does with Kirin - then there is nothing to suggest that he cannot do so without a storm. The storm would provide a larger concentration of elections and hence MORE discharge at his disposal, which his directs and concentrates at his will.

Without the storm, the concentration of electrons in the sky is reduced hence the damage too will get effected. It won't be at the scale of that mountain buster, but it would most definitely badly injure an opponent. I definitely agree.

Nah, the lightning is the jutsu's source of power, without it, he won't be able to use it. Just because he made a similar hand sign doesn't mean that he can use it without the most essential part, the lightning itself. At least, that's the way things stand as of now, until we actually see him use it without the storm.

The main factor is that by taming natural lighting the technique is most likely more powerful, since there's more natural lightning in the atmosphere than Sasuke has chakra.

Still I think most people knew this when Kirin was used against Itachi. Most people would remember the Team 7 vs Sasuke fight and the new, unique stance he took.

I disagree with you thinking orochimaru was scared of that jutsu and also his hideout was already in shambles and no longer of use so i disagree again, also i do not think he would kill naruto and team yamato because they are not fodder and if it were that easy sasuke would have used kirin again deidara.. Oh right... forgot about kirin. It's been sharingan spam left and right with Sasuke lately.

I hope he really can use it without preparation. It would make for a boss ass fight. I believe Sasuke raised his hand when he saw Naruto and Sakura again after the time skip. Some say it was retconned during the Itachi fight, but if it wasn't, Sasuke may have been able to use the technique then.

IF narruto donot believe what this gguys saying is true then Sasuke have other power jutsu that we have not seen using base sharingan (since orichimaru stop him from using the jutsu).At the end of the day how will naruto stand up to the jutsu that base sharingan sasuke was stopped by orichimaru??

A thread like this was made sometime last year, I agreed but without natural lightning or stormy conditions i doubt it would have power anywhere close to the one he used against itachi.

Nah, I don't think so the power of Kirin comes from the manipulation of natural lightning, if he could use it any time it would be a lot weaker as there wouldn't be a sufficient source lightning in the sky
