First of all , let me be clear, i am not talking about Amaterasu as in general but more specifically EMS sasuke's Amaterasu.
(there is summary in the end for lazy people)

Many people think just because raikage barely managed to dodge Amaterasu, naruto can also dodge it but that is not the case here.
but first, I need to prove how raikage can't dodge amaterasu before proving for naruto.
It can clearly be seen in the page below, that when you activate amaterasu in MS, first blood comes out then amaterasu is summoned on the target.
This takes out a lot of time for the user and also gives a hint to the target that amaterasu is coming hence giving him extra time to make necessary preparations for it.
This is the reason how raikage was able to dodge amaterasu.
First sasuke concentrated on target(raikage) then blood came out and then amaterasu was summoned, which gave raikage more then enough time to use his Body Flickr combined with v2 armor and dodge it.
Now, this is EMS sasuke we are talking about , isn't it ? EMS = no MS drawbacks = less/no blood from the eye
That is right, with EMS , sasuke have become way too OP.
Now since there would be less blood coming out of the eye, amaterasu is unpredictable and even quicker than MS.
For raikage , who barely managed to dodge amaterasu by like 5 cm, this is overkill.
Now onto Naruto. We know in terms of speed, BM naruto > km naruto > Raikage (v2) .
1. But this doesn't matter to sasuke, why you ask?here is the reason :
As seen above, sasuke can manipulate his amaterasu at will, this manipulation is also known as Enton(blaze release).
this is what makes sasuke superior to other uchiha such as itachi,madara (strictly in terms of amaterasu)
2. EMS Sasuke has shown to use amaterasu quickly, almost instantly.
We can see in the page above , sasuke instantly made a wall of amaterasu. Any ninja who uses low range attacks or taijutsu is dead against this.
3. Sasuke has also shown to hit amaterasu at multiple target at one time.
4. Sharingan's prediciton ability :
From from point 1,2,3,4 we can concur sasuke can manipulate his amaterasu, spread amaterasu instantly and hit multiple targets at same time and use sharingan's prediction ability to know where naruto is going to move next.
With sharingan's prediction ability , sasuke can know where naruto is going to move, with enton he can spread his amaterasu and he can also hit multiple targets , so it is impossible for naruto to dodge amaterasu.
