If Itachi hadn't had the incurable disease, I'd vote for him. Definitely seems to be the smartest, and even while facing death he still handed it to Sasuke. In reality though I don't think you can choose anyone else above Madara yet, Sasuke has a possibility of passing him but not a chance right now.
