While it is possible for the flames of Amaterasu to be sealed using the Fuka Houin. Not many people have enough Fuinjutsu prowess to pull it off. The only reason Jiraiya could seal the flames was because Itachi didn't aim it at him, but the wall in order to make his escape. If Itachi had aimed at Jiraiya, Jiraiya would be a pile of ashes before he could say Icha Icha.

It's impossible even for the raikage to preapare a seal while dodging amaterasu.

It really doesn't do shit combat wise. Either speed, great defense, or something that can repulse can counter a Uchihas eye contact while fighting. Sealing can only be done if a user is not intending to kill you.
