Jinton requires handseals and a short charging time. Compared to Amaterasu's short charging time or the instantaneous Tsukyomi, Onoki simply cannot kill Itachi before Itachi can kill or incapacitate him. I will give Jinton the benefit of the doubt though and say it gets Itachi around half the time, because it is still incredibly fast. At worst it is a draw. At best Itachi wins.
