The STRONGEST DEFENSE wold be Itachi's shield. However, the most effective is Madara's because it is still amazingly protective as well as covering the person as a whole, not a select area, & it's amazingly destructive. But still, Gaara's is the most practical, because it requires no Chakra, will work against +90% of techniques, can be used as offence, and is more powerful in a sand area.
