Sasuke does not have Tsukuyomi, it is a regular Sharingan Genjutsu amplified by the Mangekyou Sharingan.

1. Kagutsuchi is just an extension of his Amaterasu ability.

2. Sasuke's Tsukiyomi is fairly weak, so he doesn't use it. His choice not to use it in that scan doesn't mean he can't use it.

I actually agree with this thread...Itachi implanted tsukuyomi/amaterasu/susanoo into sasuke's eyes (maybe this will clear up the misconception that sasuke doesnt have tsukuyomi, because he clearly does)

There is NO manga page implying that you need tsukuyomi & amaterasu in order to achieve susanoo, sasuke just happens to have tsukuyomi.ama because his brother transferred those jutsus to sasuke...

he implanted only amaterasu and that too was a one time trap, he did not even give sasuke the ability to use amaterasu on his own, sasuke awakened it on his own after learning about itachi's truth
